Clearly, insufficient intelligence makes long-range attacks far more problematic, especially in remote, mountainous Afghan terrain. Pakistani aid is a mixed blessing, as it has been for two decades, given the country’s Janus-like relationship with the Taliban and other terrorists. Moscow is not cooperating either. Russian Foreign Minister Sergei Lavrov almost spoke at a recent conference in Tehran: “We urge Afghanistan’s neighbors not to allow a military presence of US and NATO forces planning to move there after leaving Afghanistan’s territory.”
